Effects: Initializes the base class withbasic_iostream<charT, traits>(addressof(sb)) ([iostream.cons]) andsb with basic_filebuf<charT, traits>().

Then callsrdbuf()->open(s, mode).

If that function returns a null pointer, callssetstate(failbit).
