Manager refactor, part 1 (#4298)

* Move BackupDatabase and AnonymiseDatabase to internal/manager
* Rename config.Instance to config.Config
* Rename FFMPEG
* Rework manager and initialization process
* Fix Makefile
* Tweak phasher
* Fix config races
* Fix setup error not clearing
